近期,国务院前副总理曾培炎在其回忆录《西部大开发决策回顾》中披露,西部大开发之初,一次会见香港企业家李泽楷,“小超人”向曾培炎表示,希望为西部大开发作些贡献,提议由他资助聘请国外著名专家作些研究,并推荐了美国经济学家萨克斯。半年后,萨克斯研究出的结论是:西部大开发是一个“死水倒流”的工程,很难实施。十年过去了,此后又多次来到中国西部继续调研的萨克斯,想法开始改变了,其印象最深刻之一,就是中国的“沿边开放”
