刑事案件如实立案是公安机关实事求是思想路线的具体表现,它既是各级党委、政府和公安机关客观评估社会治安形势,控制社会治安面,决策打击刑事犯罪工作的主要依据之一,也是人民群众衡量治安形势表达满意不满意的一个十分直观的重要参数。为此,上海市公安局多年来为坚持如实立案采取了一系列措施。但是从调查的情况分析,上海立案不实问题尚未彻底根治。
