At present, Shenzhen is implementing a three-tier state-owned asset management system. The first level is the Shenzhen State-owned Assets Management Committee (hereinafter referred to as the SASAC) and its office. The State-owned Assets Supervision and Administration Commission is the leading decision-making body for the management of state-owned assets by the municipal party committee and the municipal government. It has an office under it and is its permanent office. It is a government agency, the director of the SASAC is the mayor, and the deputy director is the general manager of industry and finance.
