一、区域选择 在俄创办“三资”企业的区域选择,既要考虑我方企业自身的实力和优势,更要考虑俄方市场的竞争状况和市场的长期需求。据实地调查,目前西方及世界其他国家在莫斯科、圣·彼得堡等欧洲大城市成立了不少合资企业和公司,我国北京、上海等也早已捷足先登,竞争激烈;在中俄边境区域,我国一些边境省份已发挥它们的地缘优势,与俄方相应城市和企业建立了比较稳固的伙伴关系;同时,俄方边境一带贸易资源匮乏,市场趋于饱和,边贸正向腹地深入。因此,从总体上看,对我国一般企业来说选择俄罗斯中间地带、中等城市,尤其选择在西伯利亚地区建立三资企业和市场基地较为适宜。

At the same time, the Russian border has been lacking in trade resources, the market is becoming saturated, and border trade is deepening in the hinterland. Therefore, on the whole, it is more appropriate for China’s general enterprises to select Russia’s middle and medium-sized cities, and in particular to establish foreign-funded enterprises and market bases in Siberia.
