各省、自治区、直辖市、计划单列市经贸委(经委、计经委)、计委、财政厅(局)、贸易厅、人民银行分行、审计厅、税务局、工商银行分行:根据国家经贸委等八部门《关于解决国有商业食品企业历史亏损挂账及深化企业改革问题的通知》(国经贸市[1997]466号)精神,各地经贸委会同有关部门对国有商业食品企业(以下简称食品企业)1985～1995年末历史亏损挂账情况进行了清理、汇总和上报。国家经贸委会同国家计委、财政部、人民银行、审计署、税务总局、工商银行等部门对清理结果进行了认真分析和审核。经国务院同意,现将有关处理意见通知如下:

The State Economic and Trade Commission together with the State Development Planning Commission, the Ministry of Finance, the People’s Bank of China, the National Audit Office, the General Administration of Taxation, and the Industrial and Commercial Bank of China carefully analyzed and reviewed the results of the clean-up. With the consent of the State Council, the relevant handling opinions are hereby notified as follows:
