本文从社会伦理的角度研究了灾害经济的效率问题。当前经济学的“贫困化”倾向使得经济研究对灾害经济效率的特殊性缺乏现实认识和理论依据,灾害条件下,外部因素的介入加剧了市场的不完全程度,伦理道德支持对市场机制的效率实现起到了重要作用。道德压力下理性经济人的行为选择向社会伦理要求倾斜的程度,决定了经济均衡时的帕累托效率集从“伪效率”到“基于价值效用的效率”变动的形式和特点。社会伦理基础是市场机制的有效运行和效率实现的必需条件,其评价从经济基础、经济主体行为的社会伦理维度和市场伦理维度等层面展开。
This paper studies the efficiency of disaster economy from the perspective of social ethics. The “poverty” tendency of current economics makes the economic research lack of realistic understanding and theoretical basis for the particularity of disaster economic efficiency. Under the condition of moral pressure, the choice of rational economic man’s behavior to the social ethical requirements decides the form and characteristics of the change of Pareto efficiency from “pseudo-efficiency” to “efficiency based on value utility” under the condition of economic equilibrium. . The basis of social ethics is the necessary condition for the effective operation of the market mechanism and the realization of its efficiency. The evaluation is based on the economic foundation, the social ethics dimension of the economic subject behavior and the market ethics dimension.
