本文以建设部规范建筑劳务市场、建立完善的劳务分包制度的相关文件以及建设部规范劳务分包的三年目标为背景,以杭州市现有建筑劳务分包企业为研究对象,通过调研的手段对杭州市建筑劳务企业的现状以及建筑劳务作业分包在实际运作中存在的问题进行了分析研究,并对如何促进杭州市建筑劳务企业发展以及如何规范劳务分包市场提出了有益的建议,同时也为在全国范围内规范劳务分包制度提供了参考。
