当前情况下,我国政府采购最主要的方式就是招投标,公开、公平、公正是该采购方式的主要优势。评标作为政府采购招标的过程的关键,使能够最大效益化的采购形式。在我国近年来市场经济的框架下,政府开始日趋完善采购政策,而且逐步扩大采购的规模,如此就使得采购评标过程成为了多目标评价的复杂系统。本文首先对政府采购招标及评标的原则、方法和特点进行了阐述,然后叙述了政府采购评标方法和评标指标体系的建立,进而针对建立过程存在的漏洞以及采购招标评标存在的问题提出合理的建议。
