一、国有企业的内涵 (一)国有企业的基本含义。 在我国,国有企业(state—owned)是指国家所有的企业,是由国家通过中央或地方政府投资,并对其拥有所有者权益的企业。在以往的计划经济体制下,国有企业就是指全民所有制企业,是国家作为惟一的出资主体出资并在工商行政管理部门注册为全民所有制的企业,为执行国家计划而从事生产经营活动的实体。
First, the connotation of state-owned enterprises (a) the basic meaning of state-owned enterprises. In our country, state-owned refers to the state-owned enterprises and the enterprises that the state invests through the central or local governments and owns the rights and interests of the owners. Under the planned economy system in the past, state-owned enterprises refer to enterprises owned by the whole people, enterprises that are funded by the state as the sole contributor and are registered as wholly-owned enterprises in the administrative departments for industry and commerce, and entities engaged in production and business activities to implement the state plan.
