秦沈客运专线是我国在新世纪即将到来之际修建的第一条高速铁路。为确保修建路基工程质量,铁道部工程管理中心特组织路内设计、科研、施工等10余家编写了质量评定及验收标准,由铁道部第五工程局担任主编并负责印发。标准内容有总则、工程质量检验评定方法、路基、路基工程验收4章;另有2个附录。本标准主要对该线路基工程中有特殊要求的68个分项、6个分部工程制度,适用于秦沈客运专线时速
