IT规划对于很多从事IT的人员来说,都是一个比较避讳的话题。造成这个的原因有客观上,也有主观上。客观上,国内企业中的IT部门在整个组织内部一般被定义为后台支撑部门。IT虽然重要,但大部分组织的IT建设还是停留在仅仅支撑业务部门的需求实现上。主观上,在中国的组织架构中,并没有国外很多企业中所设立的CIO这一职位。而IT部门的人大多数是技术背景出身,日常的IT系统维护和新系统的上线已经让他们很多人疲于奔命,也无暇顾及更多规划方面的思考。在《电信管理》组织的“电信企业IT自主规划探讨”的高峰论坛上,我们看到各大电信运营商,以及各电信运营商省份公司在规划上畅谈自己在规划方面的体会,同时也了解到其他领先行业——金融行业的IT建设者在IT规划上的困惑和经验。
IT planning is a taboo topic for many IT professionals. The reasons for this are objective and subjective. Objectively speaking, the IT departments in domestic enterprises are generally defined as the backstage support departments within the entire organization. Although IT is important, IT construction in most organizations remains at the mere requirement of supporting business units. Subjectively, there are no CIO positions established in many Chinese enterprises in China’s organizational structure. The majority of people in the IT department are of technical background. The daily maintenance of the IT system and the launch of the new system have left many of them exhausted and have time to think about more planning issues. At the Forum of Telecom Management’s “Forum on IT Autonomous Planning for Telecommunication Enterprises”, we saw major telecom operators and provincial companies of various telecom operators talked about their own plans in planning. At the same time I also learned of the confusion and experience IT architects have in other leading industries - IT builders in the financial industry.
