在国有企业重组改制的进程中,如何确保企业党组织的政治核心地位,发挥党组织的战斗堡垒作用,是事关企业改革成败的关键。适应新形势,加强和改进党的建设,是建立现代企业制度进程中,企业党组织首先面对的一个重大课题,需要我们进行认真地探讨和研究,努力探索发挥党组织政治优势的方法和途径。一、坚持党的政治核心地位与现代企业制度相结合国有企业不向现代企业制度转化,就不能适应市场经济的要求,企业就没有发展出路。但是,现代企业制度的核心是法人治理结构,企业的重大决策是由企业的董事会做出,企业的各级管理人员是由董事会任命,在这种情况下,怎样来体现党组织在企业中的政治核心作用呢?这就需要建立既符合坚持党的领导,又适应市场经济规律的国有企业领导体
In the process of restructuring and reorganization of state-owned enterprises, how to ensure the political core status of the party organizations in enterprises and give play to the role of party organizations as a battle bastion are the keys to the success or failure of enterprise reform. Maintaining the Party’s Political Core Position as a Combination with the Modern Enterprise System When state-owned enterprises do not transform themselves into the modern enterprise system, they will not be able to meet the requirements of a market economy and enterprises will not develop their own way. However, the core of the modern enterprise system is the structure of corporate governance. The major decisions made by the enterprise are made by the board of directors of the enterprise. The management staff at all levels of the enterprise are appointed by the board of directors. Under such circumstances, how can the party organization be reflected in the enterprise What is the core of politics? This requires the establishment of a leader of state-owned enterprises that is both in line with the party’s leadership as well as the law of the market economy
