惠州是广东东南沿海的一个中等城市,是东江流域政治、经济、文化中心。历来为军事重镇、兵家必争之地,深受战争创伤。解放后,由于种种原因,国家对惠州的投资甚少。建国30年,发展速度低于全国和广东省平均水平。改革开放后的前6年,惠州没有充分发挥自己的优势,也没有获得珠江三角洲优惠政策。1984年,惠州在落后中奋起,面对机遇和挑战,市政府(当时的地委和行署)作出了“办实业、打基础”的正确决策。6年多来,惠州紧紧把握改革开放的有利时机,制定和实施吸引外资的优惠政策,下大力气改善投资环境,
Huizhou is a medium-sized city on the southeast coast of Guangdong and is the political, economic, and cultural center of the Dongjiang River Basin.
