The secondary neutron spectra of 14.7MeV neutrons on polyethylene and carbon samples were measured using the accompanying particle-based time-of-flight method. The neutron detection of ST-451 liquid scintillator at energies between 0.99 and 14.7MeV The detection efficiency of the device, the total error <4.7%, of which the statistical error <3.5%.
