编辑同志: 三级医疗卫生保健网,基础在村级。乡村医生和卫生员,是村级卫生机构的基本组成部分。能不能充分调动乡村医生和卫生员的积极性,发挥他们应有的作用,是搞好农村三级医疗卫生保健网的关键。但就目前情况来看,有些地区的村级卫生人员和机构存在组织松散、纪律松弛、业务素质差、报酬不合理和资金不足等问题,严重地影响农村卫生事业前进的步伐,必须采取有效措施加以解决。
