在改革开放初期以及其后较长一个时期内,我国促进区域经济发展的一个基本思路是,给特定地区以特殊的优惠政策,使之成为聚集各类生产要素的高地,以加快该地区的发展。这一思路在特定的历史时期有其合理性,但其负面效应也不容忽视。在新的历史时期,应摈弃旧的思路,以更加公平统一的政策推进区域协调发展。
During the initial period of reform and opening up and a long time thereafter, a basic idea of promoting regional economic development in our country is to give specific regions special preferential policies to make them highlands where all kinds of factors of production are gathered so as to speed up the development of the region . This idea has its rationality in a particular historical period, but its negative effects can not be ignored. In the new historical period, we should abandon the old thinking and promote coordinated regional development through a more fair and unified policy.
