近来,科学技术在经济与社会发展中所起作用的重要性与日俱增。但是,仍然有许多全球性的问题有待解决,包括自然资源、能源、环境与粮食。随着科学技术的进步和日趋复杂,单个国家要制定研究与开发计划就变得更加困难。结果,国际合作就变得日益必要了。世界各国都已意识到了这个问题。国际合作已经被提到最高经济首脑会议,日本/殴洲共同体部长会议、日本/南朝鲜部长会议和日本/中国部长会议等会议上来讨论。
The importance of science and technology in economic and social development has been growing recently. However, there are still many global issues to be resolved, including natural resources, energy, environment and food. As science and technology have progressed and become increasingly complex, it becomes more difficult for individual countries to formulate research and development plans. As a result, international cooperation has become increasingly necessary. All countries in the world are aware of this issue. International cooperation has been discussed at meetings such as the supreme economic summit, the Japan / Assize Island community ministers, the Japan / South Korea ministerial meeting and the Japan / China ministerial meeting.
