石油储备是一项大战略,是一项长期战略。石油储备,是应对短期石油大规模减少或中断时的有效途径之一。它本身服务于国家能源安全,以保障原油的不间断供给为目的,同时具有平抑国内油价异常波动的功能。
Oil reserves are a grand strategy and a long-term strategy. Oil reserves are one of the effective ways to deal with the large-scale short-term reduction or interruption of oil. It serves the country’s energy security by itself, with the purpose of safeguarding the uninterrupted supply of crude oil and has the function of stabilizing the abnormal fluctuation of domestic oil prices.
