为了打破垄断,近年来,中国城市公用行业开始了市场化改革。但是,与一般商品服务市场不同,城市公用行业存在明显市场失灵的特征。对于改革后的市政公用行业,如果没有科学的管制制度,那么城市公用行业秩序混乱的局面就很难避免。鉴于此,根据制度经济学和管制经济学理论,本文明确提出。市政公用行业的市场化改革必须与市政公用行业的体制改革同步进行,而管制体制与管制政策体系的建立和完善是市政公用行业市场化改革的体制保障。
In order to break the monopoly, in recent years, the urban public sector in China began a market-based reform.
