一、项目管理职责分工各有关单位对这两类主题性项目的管理职责与其他主题性项目类似,有关内容已在《指南》讲解中做过说明,这里只对特殊要求做说明。(一)省级交通运输行业管理部门负责受理企业申报项目,并完成项目初审。(二)省级交通运输主管部门负责制定本地区项目管理的相关规定,并会同同级财政主管部门对申报项目进行审核。(三)交通运输部会同财政部负责企业申报项目的实地抽查。
I. Division of Project Management Responsibilities The management responsibilities of these two types of thematic projects by the relevant agencies are similar to those of other thematic projects. The relevant contents have been described in the “Guide”. Only the special requirements are described here. (A) provincial-level transportation industry management department is responsible for accepting the enterprise to declare the project, and complete the project first instance. (2) The provincial-level department in charge of transportation is responsible for formulating the relevant provisions of the project management in the region and conducting the examination of the declared items in conjunction with the competent financial authorities at the same level. (C) Ministry of Transport in conjunction with the Ministry of Finance is responsible for enterprise application field spot checks.
