今年元旦期间,笔者和友人去北京一家知名的连锁餐厅吃饭,正是午餐时间,餐厅里不但充斥着酒香饭香,而且烟雾缭绕。友人指着餐厅墙壁上禁止吸烟的标志征询餐厅经理,经理无奈地表示:已经提示过吸烟的客人,可这仅能凭客人自觉,他们也没有办法。可以想象,连知名餐馆都禁烟难,更别提那些小餐厅。这也就不难猜想为何履行世卫组织《烟草框架公约》中国执行情况不及格了。据了
