一、回顾 在过去14年的特区建设中,珠海市委、市政府着重抓了几项工作,创造了不少成功的经验和作法,为全国其他地区提供了借鉴。 第一,特区建设遵循科学制订的中长期经济社会发展规划和城市建设总体规划。作为一个新区,珠海特别请专家学者反复论证,制订了比较科学的规划。然后,政府坚决按规划办事,建设成今天这么一座花园式的滨海城市。 第二,政府的经济职能首先是不断改善投资环境。特区建设之初,政府对投资环境不够注意,落后的基础设施严重地阻碍了外资的引进。而之后通过下大力气改善投资环境,外商投资明显增多,至今已实际利用外资达20亿美元。
I. Review In the past 14 years in the construction of the special economic zone, Zhuhai municipal party committee and municipal government have paid special attention to several tasks and have created many successful experiences and practices that have provided references to other parts of the country. First, the construction of the special zone follows the medium-to-long term economic and social development plan and the overall urban construction plan formulated by the scientific community. As a new district, Zhuhai specially invited experts and scholars to repeatedly demonstrate and formulate a more scientific plan. Then, the government resolutely worked according to the plan and built it into a garden-like coastal city like today. Second, the government’s economic function is, above all, to continuously improve the investment environment. At the beginning of the SAR construction, the government did not pay enough attention to the investment environment. The backward infrastructure seriously hindered the introduction of foreign capital. Afterwards, through great efforts to improve the investment environment, foreign investment increased significantly, so far the amount of foreign capital actually utilized has reached 2 billion U.S. dollars.
