今年我国各地遭遇水灾袭击,尤其立秋之后,水患来势凶猛,给人民生命财产造成重大损失。政府是公共救灾力量的主体,在救灾中发挥着无与伦比的巨大作用。但必须看到,群众的个人自救能力在灾害降临的第一时间是无可替代的。我国具备较高的救灾水平,但每次水灾来临死亡人数还是不少,这里有基础设施差的原因,也有个体自救能力不足的因素。因再强大的政府救援也需要时间来展开,而自救能力却能赢得宝贵的时间,且时刻伴随着我们自己,因此自救能力强
