网络舆论固然不同于社会舆论,但都是现实民意通过传统媒体或新媒体的映射和反映;随着网络对社会生活和社会互动的深刻改造,网络空间和现实社会的主体日益同构、内容高度重合,网络舆论比过去的任何方式更逼近真实民意。在当代中国转型社会的特定背景下,网络舆论的复杂性要求以治理为手段,以共识和发展为目的,正确判断网络舆论背后的现实问题,有效规训网络失范涉及的不良言行,积极回应正常意见表达,促进网络社区繁荣。
