To comprehensively implement the spirit of the 15th National Congress and ensure the fulfillment of the grand goal of trans-century, we must further strengthen the building of the leading bodies and cadres at all levels. Selecting and appointing good cadres in accordance with the party’s policies is the prerequisite and basis for strengthening the leadership team and the contingent of cadres. To elect and appoint good cadres, we must uphold the standards of both ability and political integrity, uphold the principles recognized by the people, strictly select and appoint procedures, and promote and improve the system that enables us to make great achievements.
