根据《国务院关于部委管理的国家局设置的通知》(国发[1998]6号),设置国家外国专家局。国家外国专家局为人事部管理的主管国家智力引进的行政机构。一、职能调整国家外国专家局要按照机构改革和职能转变的要求,集中主要精力。研究拟定和监督执行智力引进的方针政策、法律法规,组织管理国家重点智力引进项目和成果的鉴定推广,开辟智力引进渠道,建立完善的智力引进服务体系。调整的职能主要有:(一)国家机关和企事业单位人员的出国(境)培训事宜,由国家外国专家局统一管理。(二)外资企业中的外国专家,由国家外国专家局按政策实
According to the “Notice of the State Council on the Establishment of National Offices under the Management of Ministries” (Guo Fa [1998] No. 6), the State Administration of Foreign Experts Affairs shall be set up. The State Administration of Foreign Experts Affairs is the administrative agency for the administration of the Ministry of Personnel in charge of the introduction of state intelligence. I. Functional Adjustment The State Administration of Foreign Experts Affairs should concentrate its main energies on the requirements of institutional reforms and the transformation of its functions. Research and formulate and supervise the implementation of guidelines, policies, laws and regulations on the introduction of intellectual property, organize the appraisal and promotion of the projects and achievements of the national key intelligence, open up channels for introducing intelligence, and establish a sound service introduction system for intelligence. The main functions of adjustment are: (1) The training of personnel of state agencies and enterprises and institutions (overseas) on their training abroad shall be managed by the State Administration of Foreign Experts Affairs.
