为了促进我省工业生产稳定发展,努力提高经济效益,保障人民生产生活和外贸出口的需要,经省人民政府批准,就组织工业原材料制订如下政第措施:一、切实加强计划管理1、对国家和省下达的指令性计划,所有原材料产品生产企业都要按计划组织生产,按期按量完成上调计划。在没有完成上调计划前不准自销。所需的主要原材料、燃料、动力,有关部门必须优先保证。
