汕头市劳动局把外来工的法制教育摆到十分重要的位置,努力增创外来工法制教育新优势,有效地促进了全市的经济发展和社会稳定。抓立法,促管理该市第九届人大常委会第39次会议于1997年12月23日审议通过了《汕头经济特区外来劳务工管理条例》,自1998年3月1日起施行。《条例》特别提出,用人单位有组织外来工接受岗前教育培训的义务,把外来工的法制教育从法规的高度给予肯定。抓培训,上素质首先,继续抓好岗位培训。至1998年9月份,全市共管理外来工3万人,举办外来工教育培训班178期7143人,发放外来工宣传资料25000多份。
