养老保险是社会保障制度中的重要内容。目前,我国已建立了多层次企业养老保险制度,较好地发挥了保障作用。但是机关事业单位养老保险制度改革的滞后,造成了企业和机关事业单位人才流动的壁垒,阻碍了社会统一劳动力市场的建立,也对和谐社会的构建产生了不利影响。事业单位养老制度改革是大势所趋,然而要保证这一改革的顺利进行和最后的成功实施,必须做好前期准备工作,建立相应的制度配套措施,消除事业单位人员的顾虑和担心。
Pension insurance is an important part of the social security system. At present, our country has established a multi-level enterprise endowment insurance system, which has given good play to its guarantee role. However, the lag in the reform of pension insurance system of government agencies and public institutions has caused the barrier of talent flow in enterprises and institutions, hindered the establishment of a unified social labor market and adversely affected the construction of a harmonious society. Institutional reform of the pension system is the trend of the times. However, to ensure the smooth progress of this reform and its successful implementation at the end, preparatory work must be well conducted and corresponding institutional support measures should be established to eliminate the concerns and worries of institutions.
