《中共中央、国务院关于进一步加强和改进未成年人思想道德建设的若干意见》(以下简称《意见》),从全面建设小康社会和实践中华民族伟大复兴的战略高度,提出了未成年人思想道德建设的指导思想、基本原则和主要任务,具有很强的时代性和针对性,是新世纪、新阶段指导未成年人思想道德建设的行动纲领。新闻出版业在未成年人思想道德建设中承担着重要的责任。认真学习、深入贯彻落实《意见》,对于进一步加强和改进未成年人出版物出版工作具有有重要意义。据此,提出以下意见。一、加强舆论引导,努力营造有利于未成年人健康成长的社会氛围1.所有图书、报刊、音响、电子、网络出版单位都要增强责任感,把推动未成年人思想道德教育作为义不容辞的职责,在新闻出版的各个环节上,都要体现未成年人思想道德教育的要求,营造良好的舆论导向和文化氛围。要重点抓三件事:(1)鼓励和提倡图书、报刊、网络
The Opinions of the CPC Central Committee and the State Council on Further Strengthening and Improving Ideological and Moral Construction of Minors (hereinafter referred to as “Opinions”) put forward the ideological and moral values of minors from the strategic height of building an overall well-to-do society and practicing the great rejuvenation of the Chinese nation. The guiding ideology, basic principles and major tasks of construction have a strong current and targeted orientation and are the action programs guiding the ideological and moral building of minors in the new century and in a new phase. Press and publication industry bear the important responsibility in the ideological and moral construction of minors. To seriously study and thoroughly implement “opinions” is of great significance for further strengthening and improving the publication work of minors. Accordingly, the following comments are made. I. Strengthening Public Opinion and Striving to Create a Social Atmosphere conducive to the Healthy Growth of Minors 1. All books, newspapers, audio-visual, electronic and online publishing units should enhance their sense of responsibility and regard the promotion of minors’ moral and moral education as their bounden duty. In all aspects of press and publication, we must reflect the requirements of ideological and moral education among minors and create a good media-oriented and cultural atmosphere.
