集体合同是组织发动全体职工开展劳动竞赛的重要手段,是保证完政与超额完成国家生产任务的主要方法。我省地方国营企业在一九五三年后半年先后有三十八个厂矿根据省工业厅和省总工会联合指示的精神,在职工羣众讨论国家计划的基础上,签定了后半年或第四季度的集体合同。其中以山西机器厂、山西化学厂等少数单位贯彻较好,他们不仅在签定合同前对职工羣众进行了思想发动,签定时举行了隆重的签字仪式,而且为了保证合同顺利贯彻,各主要职能部门车间之间都根据集体合同总的要求订立了联系合同,并把检查计划与检查集体合同结合起来。合同中规定的比较大的福利设施完成后都举行祝贺典礼,对羣众进行了现实的提高生产改善生活、个人利益与国家利益一致的教育,使集体合同真正成为动员全体职工发挥积极性、创造性保证完成国家计划的有力武器,但有不少单位由于没有认识到集体合同是保证完成国家计划的组织手段,
