多年来,我国的整个基础产业筹资基本上是由政府来承担。然而分析表明在一个增长较快的经济环境中,这种仅靠财政为基础产业筹资的方式已经陷入一种进退维谷的困境。改革开放以来,由于财政“分灶”,中央财政收人占国内生产总值的比重持续下降,与此同时,固定资产的投资规模却在不断扩张。以民航基础设施的投资建设为例,据统计,21世纪初我国民航基础设施的投资需求达上千亿元之巨,单靠政府财力显然难以弥补如此巨大的投资缺口。
For many years, the entire basic industry fund-raising in our country was basically undertaken by the government. However, the analysis shows that in a fast-growing economic environment, this way of financing solely on the basis of fiscal-based industries has plunged into a dilemma. Since the reform and opening up, due to the fiscal “split-focus”, the central government’s revenue as a share of GDP has been declining. At the same time, the scale of investment in fixed assets is constantly expanding. Take the investment and construction of civil aviation infrastructure as an example. According to statistics, at the beginning of 21st century, the investment demand of China’s civil aviation infrastructure has reached a huge one hundred billion yuan. It is obviously difficult to make up for such a huge investment gap solely by the government’s financial resources.
