滦平县位于密云水库上游,全县总面积3213km~2,其中属潮河流域的1422km~2面积中,水土流失面积就有949.9km~2。1989年,我县的11条小流域被列入密云水库上游水土资源保护第一批重点防治区。这11条小流域总面积298.3km~2,其中水土流失面积256.88km~2。县委、县政府抓住这一机遇,把搞好重点防治推动全县的水土资源保护作为改变我县贫困落后面貌、造福子孙万代和服务首都的大事来抓,发动全县干部群众投入治理。经过两年的努力,重点区已完成初步治理面积120.12km~2,占水土流失面积的46.8％,年平均治理进度达
