一、我市中、小学住宅建设的基本情况长沙是一个老城市,中小学校多系沿用旧有校舍。解放以来,教学用房得到了较大的改善(仍有少量危房),但教工住宅建设甚少。特别是小学,基本上没有正式宿舍。多数教职工住房拥挤,阴暗潮湿,三代同房和睡高低床的情况不少。据1978年的调查,中学缺房户为2,456户,占教职工总数的45.5%。小学缺房户为2,242户,占教职工总数的54%。中小学教工长期以来居住条件很差,苦于无法解决. 我市成批投资新建中小学教职工宿舍,是粉碎“四人帮”以后从1979年开始的。这一年,长沙市在城市住宅统建经费中,为中小学安排了200多万元,
