信访制度改革是一项系统工程,仅仅实现对信访处理机制本身的法治化远远不够,还需要完善相关的配套机制。首先应完善信访与相关制度的衔接机制,建立信访分析机制,实现有效的信访预防。其次应正确理解信访代理,建立律师代理信访机制。同时还应积极推进社会公益组织建设,完善信访救助机制。
The reform of the system of letters and visits is a systematic project. It is far from enough to realize the rule of law of the handling mechanism of letters and visits alone, and the relevant supporting mechanisms need to be improved. First of all, we should improve the linkage mechanism between petition and the relevant system, establish a petition analysis mechanism, and achieve effective petition prevention. Second, we should correctly understand the petition agent, establish a petition agent mechanism. At the same time, we should also actively promote the construction of social welfare organizations and improve the mechanisms for handling letters and visits.
