在日本进修期间,有机会与日本中小企业领导人交谈。他们一致认为,形成企业职工积极性的内在原因是国民的普及教育,其次是激烈的市场竞争加剧了这种素质的形成,再次就是科学技术的快速进步和在企业中广泛应用,使职工认识到不具备这种素质就会被淘汰。除此之外,企业的管理体制和企业领导的作用也是直接的原因。这些因素主要有以下几方面:
