我国科研管理中存在着基于政治、产业、科学三个领域的行政管理、市场驱动和学术研究的三重逻辑,这都是必要和有益的。但是政治圈、产业圈、学术圈具有各自不同的运行规律和逻辑规则,各有适用的范围和界限。在界定和厘清三重逻辑的作用范围及其相互关系的基础上,分析由此产生的六维渗透以及十二个方面的积极作用或负面影响,形成了一个解释科研管理、市场体制和政府运转中存在的若干现象的理论框架。应合理借鉴并提升三者之间的互补互动,防范并克服三者之间的互涉互扰,有助于提高科研管理水平,推动产学研协同创新,提高社会运行效率。
There is a triple logic of administration, market-driven and academic research in the three fields of politics, industry and science in our country’s scientific research management, which are both necessary and beneficial. However, the political circle, industrial circle and academic circle have their own different operating rules and logic rules, each of which has its own applicable scope and limits. On the basis of defining and clarifying the scope of the triple logic and its interrelationship, we analyze the six-dimensional infiltration and the positive or negative effects of the twelve aspects, and form an explanation of the scientific research management, market system and government operation The theoretical framework of several phenomena that exist. It is necessary to draw on and learn from each other’s complementary interactions so as to prevent and overcome the mutual interference and mutual interference between the three. This will help improve the management of scientific research and promote the collaborative innovation of production, learning and research to improve the efficiency of social operations.
