国有企业私有化在俄罗斯是一个热门话题。20世纪90年代的俄罗斯私有化过程并没有取得预想的结果,相反却导致了国有资产的大量流失、经济长期衰退、社会严重两极分化,形成了控制国家重要经济命脉和染指政治的金融寡头。最近,普京政府宣布的大型企业私有化计划再次引起人们关注,媒体认为俄罗斯将掀起第二次私有化浪潮。90年代私有化留给俄罗斯人的酸涩记忆远未淡去,俄罗斯政府为何又急于开始新一轮私有化?此次私有化与90年代相比有什么区别、将会产生什么影响呢?
Privatization of state-owned enterprises is a hot topic in Russia. The process of privatization in Russia in the 1990s did not achieve the expected results. On the contrary, it resulted in the drastic loss of state assets, the long-term economic recession and the severe social polarization that formed the financial oligarchy that controlled the vital economic lifeline of the country and stabbed politics. Recently, the Putin government announced plans for the privatization of large enterprises once again cause for concern, the media think Russia will set off a second wave of privatization. The sour memories left to Russians by the privatization of the 1990s are far from fading. Why is the Russian government eager to embark on a new round of privatization? What is the difference between this privatization and the 1990s?
