In mid-November 2016, as the Americans focused on the outcome of the election, China signals by some of the clearest signals to date that it will continue to play an international leadership role in issues such as climate change. At the Marrakesh Summit on International Climate Change, the Chinese government reiterated its commitment to reducing emissions. The Chinese government announced that China’s total greenhouse gas emissions will peak by 2030 or even earlier, with a sharp drop in the output of each dollar of economic output. For 25 years I’ve been telling my economics major that climate change is the ultimate “free-rider problem.” To slow global climate change, we must reduce the global emissions. However, the efforts of individual countries are not enough to “solve” the issue. Therefore, it has only weak incentives to take expensive emission reduction actions but has a strong incentive to catch “free cars” from other countries to reduce emissions. From this perspective, President-elect Trump
