一、美国实施“国家出口战略”与外贸制度创新推动本国出口和经济持续增长 自1991年3月美国经济开始走出低谷,迈向复苏,截止到2000年5月底,美国经济持续增长了110个月,创美国经济持续增长历史最长时期,其主要因素除了一方面得益于经济全球化,使得国际贸易与投资在美国经济发展中发挥重要作用外,美国政府宏观经济政策指导思想发生根本转变和政府主导实施的“国家出口战略”及一系列制度创新,尤其是外贸制度创新对扩大出口,推动经济增长起了不容忽视的作用。
I. US Implementing the “National Export Strategy” and Innovating in the Foreign Trade System to Promote Its Own Exports and Sustained Economic Growth Since the U.S. economy began to plunge and recuperate in March 1991, by the end of May 2000, the U.S. economy continued to grow by 110 months , Which hit the longest period of sustained economic growth in the United States. Apart from benefiting from economic globalization and making international trade and investment play an important role in the economic development of the United States, the guiding principle of the U.S. government’s macroeconomic policy has undergone fundamental changes. The “national export strategy” led by the government and a series of institutional innovations, especially the innovation of the foreign trade system, have played an important role in expanding exports and promoting economic growth.
