邓小平同志是我国老一辈无产阶级革命家和改革开放的总设计师,在几十年的革命生涯中逐步形成并发展了有关共产党领导的多党合作思想,为我国确立共产党领导的多党合作的政治制度和推进政治体制改革作出了杰出的贡献。他关于共产党领导的多党合作思想经历了新民主主义革命时期、新民主主义向社会主义过渡时期、全面建设社会主义时期和改革开放新时期四个阶段,在每一时期都呈现出不同的特色。一 在新民主主义革命时期,邓小平关于共产党领导的多党合作思想集中表现在建设“三三制”民主政权中贯彻多党合作的方针上。 邓小平同志的这一思想可以追溯到抗日战争时期。抗战爆发后,邓小平同志根据中共中央关于建立具有统一战线性质的抗日民主政权的指示精神,率部在太行山区建立了抗日民主政权。他认为当时的中国“不管在政治上、军事上和经济上,都存在着三种不同的势力,即抗战民主派,日寇、汉奸、亲日派和大地主大资产阶级的反共顽固派。”(《邓小平文选》第1 卷第22页,以下凡引此书,只注页码)因此我党在抗日民主政权中必须贯彻“三三制”原则,“因为这种政权表现为几个革命阶级对汉奸、亲日派、反动派的联合专政,既能合乎统一战线原则,团结大多数以与日寇、汉奸、亲日派、反动派进行斗争,又能保证由共产
