加强中国特色自然资源治理体系建设,是加快推进国家治理现代化的重要组成部分。探索编制自然资源资产负债表,对领导干部实行自然资源资产离任审计,建立生态环境损害责任终身追究制,既是健全中国特色自然资源治理体系的必然选择,也是推进国家治理体系和治理能力现代化的现实要求。本文探讨奏好“编表”、“审计”和“追责”三部曲的机制机理和具体路径,为健全自然资源治理体系、防止自然资源过度消耗、促进经济发展方式转变、推动资源节约型和环境友好型社会建设、推进国家治理现代化提供一些思路和启示。
