2011年初,自治区总工会根据全国总工会和自治区党委、政府的要求,制定下发了《2011-2013年推行工资集体协商工作三年规划》,确定了到2013年在全区建立工会的企业实现普遍开展工资集体协商的目标。截至2013年9月,全区已建立工会的企业建立工资集体协商制度达到84745家,覆盖职工281.68万人,与2010年第三季度相比,建制企业数增长68719家,覆盖职工数增长159.04万人,圆满完成了“三年规划”确定的目标任务。
