基于国有企业的技术创新主体地位与市场竞争主体地位的互动关系这一层面 ,从理论上分析了国有企业是社会最基本的经济细胞和市场竞争的主体 ,同时也是技术创新的主体这一中心 ;阐述了国有企业技术创新主体地位的确立与体现 ,受国有企业自身建设和外部环境的双重约束的关系 ;在此基础上提出了市场经济体制和市场竞争环境是促使国有企业培育技术创新机制和增强技术创新能力 ,从而构建以国有企业为主体的技术创新体系的前提 .
