由于我国水电建筑市场尚不规范,以及基于水利水电工程的特点,施工过程中存在着众多的风险因素,因此索赔是经常发生的。索赔管理是一种风险管理,也是施工单位维护其合法权益的手段。中国水利水电第四工程局在小浪底工程实施中,重合同,守信誉,确保工程质量和进度,也加强了索赔管理,对业主提出的索赔75%得到解决,达到了减亏增效的目的。
As China’s hydropower construction market is not standardized, and based on the characteristics of water conservancy and hydropower projects, there are many risk factors in the construction process, so claims are frequent. Claims management is a risk management, but also means of construction units to safeguard their legitimate rights and interests. In the implementation of Xiaolangdi Project, China Water Conservancy and Hydropower Fourth Engineering Bureau emphasized the contract and keep credit, ensured the quality and progress of the project, and strengthened the claims management. It resolved 75% of the claims filed by the owners and achieved the goal of reducing losses and increasing profits.
