我国体彩监管体制是否健康影响到体育彩票事业的健康发展,从1984年至今历经自我监管、中国人民银行监管、财政部监管三个发展阶段,而在体彩发展阶段中,有市场导向、走向公益、统一监管和危机应对四个变迁线索,在此研究基础上,财政部下属国家彩票监管中心以及以此为平台多部门关系协调是我国体彩监管体制发展的未来趋势。
The healthy development of sports lottery in our country has affected the healthy development of sports lottery. Since 1984, self-regulation, the regulation of the People’s Bank of China and the supervision of the Ministry of Finance have gone through three stages of development.
