Not long ago, more than 6 million users of AOL, the world’s largest online services company, completely interrupted communication for 19 hours for one software issue. Last October, a breakdown at Stanford University’s Internet facility at Internet service provider BBN Inc. left 400 of the nation’s leading high-tech companies out of reach for nearly a day. Since 1988, Internet users have doubled every year, and on some long haul routes has doubled every four months.
