一、工作經過我们於三月初旬到達武定即着手籌组署(此地原无专署)同時接收了昆明安甯两县(其他富民、羅次、武定、祿勸、元謀五縣,已為邊縱接收),即着手徵收一九四九年公粮,同時,整理机构,直到现在,已有七个月多,工作發展情况,大略如下: 三——四月,主要是建立專署及各財經部門的机构,接收昆明安寧兩個县政府,召開干部会,農代會,人代會,開始徵收一九四九年公粮,整噸財務行政及各种制度。五——六月,主要是整顿機搆,着重整编,結束了五個縣的臨時人民政府,召開公安、司法、文教、生產、財政幹部等业务会议,建立制度,初步開展业務,並發出加强防衛,認真剿匪指示,配合徵粮工作与匪特作斗爭。
