手扶拖拉机灵活方便,用途广泛,价格低廉,受到广大农民朋友的喜爱。近几年来,在农村得到迅速发展,然而农忙时间有限,如果手扶拖拉机仅用于农田作业,闲置时间太长,显得过于浪费。于是,有许多农民把手扶拖拉机更换大带轮提速后,用于贩卖农产品,短途运输、做小本生意等。换装大带轮的手扶拖拉机每小时速度也只能达到15～25公里,比农用汽车和机动三轮车逊色许多。为了赶时间,抢市场,使用手扶拖拉机的农民往往起早贪黑,有的凌晨三四点钟上路,晚上10点多钟回来。最近笔者注意到,许多起手扶拖拉机肇事发生在夜间,
