一九八八年全省防汛会议于五月四日至五日在南京召开。会议研究和部署了今年的防汛工作,并表彰了一九八七年防汛工作中20个先进单位和8名先进个人。各市负责防汛工作的副市长、防汛办公室主任、省有关厅局和省军区、南京铁路分局及淮委、太湖管理局的同志参加了会议。会议回顾了近几年,特别是去年的防汛工作,有三个特点:一是主要行政首长亲自抓,责任制明确;二是行洪清障工作取得突破性进展;三是有关部门密切配合,团结防汛。会议分析了我省防汛工作和水利工作面临的形势是农村水利工作近年来逐年上升,在规模、声势、效益上都有新进展,出现新热潮,说明我省水利工作已开始走出低谷。在水利改
